america's cup race organizers spoke today. >> in any sport there are incidents when people push themselves and their apparatus to the limits. in this case it ended with a fatality. we need to find out why. >> we learned today that andrew bart simpson was on the trampoline area. we do not yet know if he was tethered to the boat or if he was unable too reach an oxygen canister. we have live team coverage tonight. john fowler has been examining the risky maneuver. grieving the loss of a world class competitor tonight.

>> >> reporter: this afternoon simpson's best friend described him as one of the best friends he's known. sailors are gathering for the friday night races. we talked to some who said simpson had virtually no' go and kept his gold medals and america's cup status in perspective. he was nicknamed bart for a reason. he had a sense of humor and a huge heart. >> andrew was a very good friend. it's hard to believe he's gone. >> reporter: it's a sentiment shared by almost everyone who knew him. >> he was a really good person to be around. >> reporter: matt competed in the same regatta as simpson. >> he managed to balance being at the highest end of our sport and competing at the highest level. at the same time managed to spend time at home. >> everyone here this morning has been completely devastated. >> reporter: ier today the

british sailing community released this video tribute on youtube where the career highlights were laid out frame by frame. but this afternoon ian percy, simpson's best friend of 25 years who was on the artemis boat when it flipped, says the hailings of simpson's life were at home with his wife leah and two sons. and tonight we have learned that simpson's family has returned home to england accompanied by one of his america's cup competitors and best friend. reporting live, patti lee, ktvu channel 2 news. >> more details on andrew, bart simpson. he was a race strategist for the artemis team that represents a yacht club from sweden. simpson won an olympic gold medal in 2008 and a silver medal in london games. simpson lives in england but had temporarily moved to frank to focus on training.

authorities are trying to nail down what went wrong. new at 6, john fowler investigates the high-tech design of these sailing yachts may make them too dangerous for races. >> reporter: it was quite a hike for videographer chris pat and me to bring you these pictures. this is what's left of the racing yacht artemis. we've seen significant damage to a major part of its structure. it'll be taken to an old navy dry dock for investigation. what killed say your andrew simpson was pushing technology too hard. our camera got this only on video when a crane lifted the wreck and we got the first look at the damage. the investigation could take weeks. listen to experts i found. >> probably that answer is available without a long, slow process of study. >> reporter: america's cup

author kendall livingson says each yacht is loaded with sensors and cameras. we know the deadly crash happened during the same maneuver that capsized. nose diving in a turn. what's called a bare away turned from up wind to downwind. wind pressure forces the boat nose down. >> it's a tricky moment. they're narrow guard. >> reporter: in this oracle video, it can put heavy loads on a thin frame. we've learned the artemis boat big red, designed to be as light as possible may have collapsed under those loads. >> it's a structural problems from the beginning. they simply towed it behind a motor boat in the bay they had structural cracking and they stopped. while they're trying to push their technology and engineering and limits of carbon, they don't want to be -- >> reporter: racing sailors tell me at the speeds of these boats, bat things happen fast. reporting live, john fowler,

ktvu channel 2 news. and ktvu.com has more on the death of the america's cup sailor. we have posted video explaining the practice run the artemis team was taking when that accident occurred. a multivehicle crash on interstate 80 in albany this afternoon created a traffic mess as the friday night commute was getting underway. the accident occurred today on westbound 80 between buchanan and gilman street exits. it involved a tour bus and go cars. news chopper 2 was overhead. the crash caused a major backup on the already congested freeway. police in richmond are investigating a shooting that left a man critically wounded.

-- haven't released his name. officers say a mail passenger in the victim's car took off after the shooting. they aren't sure if he was wounded or why he left the scene. a man accused of a south bay crime scene appeared in court today. we learned there is some confusion about who he really is. 42-year-old committee tremendous storm was arrested tuesday. he told officers his name was james rail stop. now the district attorney's office tells us they're not sure which name is real. the defendant had been at the top of the most wanted list for weeks. he's accused of stealing cars. the california public utilities commission wants stricter safety rules for limos following that deadly fire that killed five people last saturday. the agency is calling for annual inspections and also rules on how stretch limos are

built. right now the state doesn't perform safety inspections for limos carrying less than 10 people. this comes as state senator jerry hill introduced legislation today requiring fire extinguishers in limos and other safety provisions. a popular restaurant is closed tonight due to a fire. the one alarm fire started about 10:30 this morning. it is a west african restaurant. firefighter says took minutes to put out the flames. the restaurant's owner says it could take months to reopen. his nightclub next door was not affected. no word what caused that fire. it started near the stove t now to oakland where incredibly for the third time in three days the police department has a new chief. today the agency introduced sean whent as the new interim police chief. while the city insists these changes are not forced. our own investigation suggests this may be veteran

orchestrated. at this hour the police department is holding its annual open house where the public can get to know members of the force. that's where we caught up with the new acting chief this evening. >> my appointment will help provide some stability for the police department and for the community. and i absolutely feel up to the task. >> rob roth is outside police headquarters now where rank and file officers are reacting to all of these changes at the top. >> reporter: right. oakland has seen its third police chief in three days. it's about to conduct a nationwide search for a fourth. inside city hall this morning oakland deputy chief sean whent was sworn in as the new interim police chief. he named a new command staff. whent is the third police chief in oakland since wednesday. >> i understand that the suddenness of these changes may cause some speculation that channels that we already have may be exacerbated. but in fact the opposite is true. >> reporter: the shuffling

began when howard jordan announced he was retiring for medical reasons. then anthony toribio was appointed. we're told he doesn't want the job. >> it was a personal decision. it was as simple as that. >> reporter: one police officer told us off camera it's frustrating to have so many sudden changes. another says he's optimistic it will all work out. >> as a department we all have gone through a lot together. it's a trying time for everybody. >> reporter: reporters asked city leaders what type of reaction they expected from oakland citizens. they didn't really answer. one resident says the department seems off course. >> dating back to the whole occupyen in shambles. they just need a right head on the shoulders of the body of the police department. >> the key thing is to bring down crime in the city. particularly to look at robberies, to look at burglaries and to look at shootings and to prioritize them. i have confidence that this group can do it. >> reporter: mayor quan says

the city is hiring consultants to conduct a nationwide search for the next permanent police chief of oakland. reporting live, rob roth, ktvu channel 2 news. a new york man accused of falsely claiming part ownership of facebook has asked the judge to put his case on hold. he tried to swindle facebook and its founder out of part of the company by doctoring a 2003 contract. he claims the criminal case against him is interfering with a civil case he has against facebook. the judge has not made a decision yet on postponing the criminal case. a warming trend in time for mother's day. in 7 minutes i'm tracking how much sun will shine down on your neighborhood. a deadly month in some of the most popular swimming spots. a law that's meant to keep young swimmers safe. first, after the break. >> it's the first thing you see as you head into downtown san jose. not the skyline.

in san jose police are looking for two girls who ran away from their foster home this morning. police say rach earl rodriguez and chrisy left the home about 10 this morning. the girls were upset about having to move into a new residence so they ran away. anyone with information is asked to call san jose police. a campbell man is under arrest for allegedly crashing a mini van right through the entrance of a busy hospital in san jose. this picture was taken shortly after the mini van came barreling into the lobby of santa clara medical center just

before 4:00 this morning. a janitor suffered minor injuries. the driver is identified as mark deluca. he was arrested for suspicion of driving under the influence of a controlled substance. a major push to clean up a lot of graffiti will require lane closures on highway 101 next week. robert handa is live to show us why officials had to take action. >> reporter: we're above highway 101 right now. thousands of commuters are heading southbound. on monday cleanup crews will get rid of the massive graffiti that has been put in places where drivers can't avoid seeing it. it isn't the welcoming sign people want to see. vandals have splashed graffiti above the major freeways. after a year of negotiations and planning, san jose, cal trans and union pacific will

begin a long awaited cleanup on monday starting with the 13th street trestle. tagged from one end to the other. >> when people see it they see a city that's not under control or a city that has some anarchy in it. >> i wonder why people want to risk their life doing that. why in the world do you want to hang down from a bridge, getting a message across that is offensive? >> reporter: cal trans has scheduled a three day cleanup with lanes in both directions closed from 10:00 p.m. to 5:00 a.m. two southbound lanes will shut down. two southbound lanes from 4th street to north 13th. the bird avenue trestle will be cleaned up next. ironically, san jose does not have official responsibility for the highway graffiti, but officials point out they get the complaints. >> we've been getting calls and e-mails on a daily basis from plenty of residents who are frustrated seeing the bridges

today's graduation ceremony. they began in november. the classroom work was equivalent to a two year law enforcement associates degree. the. officers will begin three months of field training. a law requiring children under 13 to wear life jackets is being ignored. strict laws requiring children wear life jackets while on the water and along the river banks. many children seen out today along the american river were not wearing them. >> you hear about kids drowning. i think parents need to pay more attention to their kids. >> parents cited for noncompliance could be charged with a misdemeanor and fined up to $500. the fourth boar of the calducott tunnel is on track and could be open by october. officials tell us they're working on the control center at the tunnel's west portal

i think it's not going to be as aggressive. tomorrow we'll see clearing along ocean beach. a little bit of coastal clearing. fog will be there nights and mornings. burns off quicker. daytime highs get warmer. will be warmer than what we saw. high pressure builds in. things compress. fog along the coast. you'll get drizzle on the bridges and have poor visibilities along highway 1. tomorrow morning, probably again sunday morning as well. with that, the inland valleys stay warm because the cool air is so squished down. doesn't get out past berkeley. high pressure sets up us with a warmer day. each day as we head into saturday and sunday. coast comes up about five degrees. inland valleys in the upper 80s and low 90s. nice looking bay area weekend ahead. fog forecast for the morning
